SSRA Membership Drive

To the residents of Sandhurst Shores,

I would like to take this opportunity to thank the members of the Sandhurst Shores Ratepayers Association (SSRA) for their continued financial support and the many hours of volunteer time dedicated to preserving of our great community.  I regret to say however that this support has declined at an alarming rate over the past two years given that our annual membership dropped to 42% of households in 2014 and has risen to only 57% in 2015. This letter therefore, is intended to kick off our 2015 membership drive to ensure that we retain a sound financial base with which to meet our obligations related to Percy Clarkson Park.

As residents of a very unique lakeside community, we share certain responsibilities for the preservation of Percy Clarkson Park. These were agreed to when each of us chose to live here and are met primarily through your membership in the SSRA:

• SSRA Incorporation 5 April 1977  – The SSRA is incorporated under Letters Patent without share capital for the following objectives:
o To unite and promote the interests of owners of real property in the Sandhurst Shores Subdivision;
o To conduct research and investigations into problems connected with the ownership, development, management, financing and promotion of real property and to publish the results thereof; and
o To assist in, promote the formation of, and cooperate with other property owners’ associations;
o The Corporation carry on without the purpose of gain for its members and any profits or other accretions to the Corporation shall be used in promoting its objectives.
• Deed to Percy Clarkson Park 10 August 1979 – the Clarkson’s granted part of Block “B”, Plan 835 to the SSRA under the following condition:
o The Grantee, its successors and assigns, covenants with the Grantor that it will not use the said lands for any other purpose save and except that of a park, and if at any time the said lands cease to be used as a park, then said lands shall revert to the Grantor, her heirs and assigns to and for her and their sole and only use absolutely.

Each of us has personal reasons for or against membership in the SSRA.  Some may believe that they cannot afford the current $100 annual membership fee and yet this only represents about $8.33 from our monthly budget. Some dispute the $100 membership fee, and yet any SSRA member may table a motion at the Annual General Meeting to set this fee and if passed through majority vote, then the SSRA Executive must find ways to manage the park within the available budget. As your Executive Chairperson I do not support the notion that the Executive have the authority to set this fee arbitrarily. I commit to you that this authority rests solely with the SSRA members and I would support a motion to lower the annual fee subject to increased memberships.  Others may believe that since they contributed in the past, they need no longer support the SSRA, however our needs never go away and our costs continue to rise so we must respect our ongoing responsibility to share the costs. If any of us refuses to pay, then your share of park costs become an additional financial burden to those who willfully support the SSRA through their annual memberships. You may believe that you have the right to access the park regardless of membership, but I would respectfully remind those who think this that Percy Clarkson Park is private property, access to which is reserved solely for SSRA members. If you use it and are not a member, then you are legally considered to be trespassing and could be held accountable. I personally prefer to employ an inclusive, versus exclusive approach to park use via positive encouragement to join the SSRA rather than enforcing a no-trespass policy. The park is to be enjoyed, not fought over.

Whether you chose to be a member or not, the reality of our situation is inescapable and can be easily understood in the graphic below. If memberships do not increase this year and into the foreseeable future, then all items that appear above the income from memberships (dotted line extending to the right beneath the year column) will be deemed unsustainable and your Executive will be forced to make decisions with respect to the continuation of these items in order to meet our higher priorities. Out of a total of ninety seven homes, we have averaged seventy-three memberships ($7,300) per year. Now....

It is easy to see that we face some tough decisions. I therefore encourage each household to consider the value of Percy Clarkson Park in the context of its value to you and your family’s quality of life and ultimately the value added to your own property. An unsustainable upward spiral in the cost of SSRA fees to offset a diminishing membership base is simply not a viable path to success. Each of us must therefore shoulder our individual responsibility to support the SSRA or risk the very real possibility that future park maintenance may be limited to that of a simple green space, with the loss of the amenities that we enjoy.

So what is the plan of action from your SSRA Executive?  Based upon the discussion at our Annual General Meeting of April 2015, we will take the following steps:

• Membership Drive  – a membership committee will be formed to seek additional memberships from those who have not yet subscribed for 2015.
• Membership List – a map of Sandhurst will be posted at the Notice Board indicating those addresses that enjoy SSRA Membership in 2015.
• Membership Report – similar to the chart above, a quarterly report will be reviewed during the regular SSRA Executive meeting.
• Executive Meetings – a review of memberships and assessment of likely impacts to our 2015 and 2016 budget will be undertaken at each SSRA Executive meeting. Decisions will be made as to the viability of planned program activities, given the availability of funds. SSRA members will be advised of these decisions on the Community Forum and the fall newsletter.
• Annual General Meeting – the agenda will include a discussion of SSRA membership costs in anticipation of a motion from the floor to set membership rates for 2016. The budget will then be prepared accordingly and reported back to the members in the 2016 SSRA Spring Newsletter.

I welcome you to take this opportunity to join your SSRA and thank you in advance for your financial assistance which directly supports the park while helping to achieve our community aspirations for 2015 and beyond. This is a great place to live and within our power to ensure that Sandhurst Shores continues to be the best location to live and raise our family.
